IN the past few years, India has seen a rise in the use of facial recognition technologies (FRTs) by ‘State’ actors. At this point, they have been deployed as part of police investigations (in New Delhi, Chennai, Punjab, and Hyderabad), identification of citizens at airports and railway stations, and for the identification of school students. Further, the government plans to launch the National Automated Facial Recognition System (NAFRS) under the ambit of the National Crime Records Bureau (NCRB) that will be used by police, pan-India.

American Republicans called on the United States to impose sanctions against Australia this week in response to several cases of Australian police officers violently attacking ‘unauthorized protesters’. On Sunday, Ben Kew – the English editor of the conservative Florida-based publication El American – declared in an article that Australian Prime Minister Scott Morrison “must be made to pay for such flagrant human rights violations” that have taken place against protesters and other Australians through the use of strict Covid-19 lockdown restrictions.

Illinois Appeals Court Says Window To File BIPA Claims Varies (Reuters, Sep 20, 2021)
An Illinois state appeals court has ruled that different statutes of limitations apply under the state's biometric privacy law depending on the type of claim made, addressing a key issue plaguing companies that face a growing flood of litigation by workers and consumers. A three-judge panel of the Illinois First District Appellate Court in Chicago ruled on Friday in a lawsuit against trucking firm Black Horse Carriers Inc that the filing window under the Biometric Information Privacy Act is only one year for claims of unlawful disclosure and five years for claims involving notice, consent and retention.
 

European Parliament Publishes Briefing On Ethical Aspects Of Biometric Recognition And Behavioural Detection Techniques In Public Spaces (JD Supra, Sep 20, 2021)
On 8 September 2021, the European Parliament’s Policy Department for Citizens’ Rights and Constitutional Affairs published a briefing about the report that considered the ethical issues surrounding use of biometric recognition and behavioural detection techniques in public spaces. The full report was prepared on request of two committees of the European Parliament and published in August 2021.
 

Amazon Brings Palm-swiping Tech To Red Rocks Concert Venue (Seattle Times, Sep 20, 2021)
Your palm could soon be your ticket into a concert. Amazon says it is bringing its palm-recognition technology to the Red Rocks Amphitheatre in Denver and it will be available at other venues in the coming months. It’s the first time the technology, called Amazon One, will be used outside some of Amazon’s stores, where shoppers can pay for groceries and snacks by swiping their palms.
