When night fell, a clerk at a bustling 24-hour MotoMart flipped a switch from behind the counter. Electromagnetic locks sealed the doorway. A window sign, now illuminated in red, warned “facial recognition technology in use” and directed customers to “look up at the camera.” On this recent weeknight, a woman who wanted cigarettes was locked out. Confused at first, she quickly realized that she needed to remove her medical mask. After her unobstructed facial image was scanned into a store computer, then screened against the company’s photo archives of previous customers convicted of store-related crimes, the doors clicked open.
 

Australia's Two Largest States Trial Facial Recognition Software To Police COVID-19 Rules (Channel News Asia, Sep 16, 2021)
Australia's two most populous states are trialling facial recognition software that lets police check people are home during COVID-19 quarantine, expanding trials that have sparked controversy to the vast majority of the country's population. Little-known tech firm Genvis said on a website for its software that New South Wales and Victoria, home to Sydney, Melbourne and more than half of Australia's 25 million population, were trialling its facial recognition products. Genvis said the trials were being conducted on a voluntary basis.
 

UN Calls For Immediate Halt To Use Of Facial Recognition (Daily Dot, Sep 16, 2021)
The United Nations (UN) Human Rights chief called for a moratorium on the sale and use of artificial intelligence systems that “pose a serious risk to human rights,” including facial recognition, until “adequate safeguards are put in place.” UN High Commissioner for Human Rights Michelle Bachelet’s urging on Wednesday came as the use of facial recognition and other artificial intelligence has come under intense scrutiny. Calls have grown louder in recent years for a ban or moratorium on government and police use of facial recognition, which has been shown to have a racial bias.
 

President Biden Nominates Alvaro Bedoya To Serve As FTC Commissioner (Jd Supra, Sep 16, 2021)
On Monday, the White House announced the nomination of Alvaro Bedoya to serve as FTC Commissioner. Mr. Bedoya is slated to fill the seat on the Commission currently held by Rohit Chopra, which Mr. Chopra will vacate upon his confirmation as CFPB Director. Mr. Chopra is expected to be confirmed as CFPB Director before the end of the year. If confirmed, Mr. Bedoya would join the two other Democratic FTC Commissioners, Lina Khan, Chair of the Commission, and Rebecca Slaughter, and allow Democrats to maintain a 3-2 majority.
 

Baltimore Blows By Brother Burghs With Big Biometrics Ban (Eye on Privacy, Sep 16, 2021)
Baltimore recently prohibited several uses of “face surveillance” technology.  Under the new law companies cannot use systems that identify or verify individuals based on their face.  The law also prohibits saving information gathered from these systems.  Getting an individual’s consent is not a way around the prohibition. Nor is promising not to connect information gathered with other personal information.
