The emergency police-reform legislation the D.C. Council passed unanimously last month will be delayed slightly, a spokesperson for Ward 6 Council member Charles Allen confirmed on Monday. On Tuesday, what would have been Mayor Muriel Bowser’s final day to sign the legislation, the council is set to vote on a second version of the bill—which will repeal and replace the original—with a number of changes made in coordination with several council members and Bowser’s office. A representative for Bowser did not immediately respond to DCist’s request for comment on the changes.

ACI World Data Shows Dramatic Impact Of COVID-19 On Airports (ACI-NA, Jul 07, 2020)
Airports Council International (ACI) World data has revealed that global passenger traffic declined by an unprecedented -94.4% year-over-year in April as a result of the unfolding COVID-19 pandemic. This followed an already dramatic drop of -55.9% in March, representing the worst decline of global passenger numbers in the history of the aviation industry. Global passenger traffic experienced an overall drop of -41.8% for the first four months of 2020 with the 12-month rolling average for the global industry continuing to decline – it was recorded at -11.3% by the end of April, without signs of consistent recovery in the future months.
 

House Panel Unveils Proposed FY 2021 DOT Spending Bill (ACI-NA, Jul 07, 2020)
The House Appropriations Committee today unveiled its Fiscal Year 2021 Transportation-HUD Appropriations bill. As previously noted the bill would provide full funding for the Airport Improvement Program (AIP) at $3.35 billion, and appropriate an extra $500 million in general-fund revenue specifically for additional AIP discretionary grants available to all size airports. Separately, the legislation gives the Department of Transportation (DOT) additional funds for infrastructure in light of the COVID-19 pandemic and includes an additional $2.5 billion for discretionary airport grants, including $250 million for airport sustainability projects.
