The Role of IBIA
For consumers, businesses, and governments seeking to use identity management technologies, the International Biometrics & Identification Association ("IBIA") plays a leadership role in bringing diverse stakeholders together to define and articulate the effective and appropriate use of these technologies in solving real identity, security, and privacy challenges.
Using extensive domain expertise in biometrics technology, policy development, and complex security challenges, IBIA provides unique insight that triggers discussions and pragmatic problem-solving to help generate revenue, protect valuable resources, and mitigate privacy risks along business, technology, and policy dimensions.
Identity Management Foundation: Identity, Security, and Privacy
Success in implementing identity management solutions that work in the "real world" in both public and private sectors requires the proper balance between identity, security, and privacy. The following recommendations are IBIA's starting points. IBIA works with a broad range of stakeholders and facilitates extensive dialogue among stakeholder communities for consumer groups, businesses, and policy makers to devise concrete approaches and provide useful information to the public and its own membership.
Identity:The verification of identity, correctly integrated into business models and processes, allows businesses to generate revenue by offering expanded services; to reduce loss of revenue from fraud; and to protect the products and services they offer their customers. IBIA will:
- Facilitate the development of policy statements, business processes, and solution frameworks to help businesses integrate identity management solutions within their business models and processes.
- Leverage its biometrics expertise to help businesses and public sector stakeholders solve issues of technical, business, and regulatory interoperability and other challenges.
- Provide guidance and assistance in identifying the most appropriate identity management technologies, both biometric and non-biometric, for identity management solutions.
Security:Identity management solutions help individuals, businesses, and governments protect themselves, their critical resources and their infrastructure. IBIA will:
- Provide guidance on appropriate, cost-effective identity management solutions to protect people, infrastructure, and other critical assets.
- Develop models for the integration of identity management in business and government processes that balance the security needs of organizations with those of the individual.
Privacy:Identity management solutions help individuals, businesses, and governments protect their privacy. IBIA will:
- Provide appropriate models, processes, and guidance for implementing identity management solutions that address privacy concerns while achieving the benefits of verifying identity and securing assets and infrastructure.
- Provide policy guidance on achieving a balance between legislative security initiatives and the privacy needs of individuals, businesses, and government organizations.
IBIA Program Portfolio
IBIA has developed the following portfolio of program initiatives.
Identity Management Awareness Campaign This program initiative will open dialogue to raise awareness about the efficacy of identity management solutions in mainsteam business and government. Case studies, social media, and other types of communication will position key messages in the marketplace and media to educate consumers, businesses, integrators, and policy-makers on the value of identity management solutions.
Identity Management for Mobile This program initiative will open dialogue with stakeholders in the mobile ecosystem (devices, content, telecom operators, and finance) about the role of identity management in mobile business; outline processes and models for successful deployment of identity management solutions; and understand and overcome challenges in implementation.
Identity Management for Financial Services This program initiative will open dialogue with stakeholders in the financial services industry about the use of technology in identity management to expand services protect customers; mitigate risk from fraudlent activities; outlining processes and models for successful deployment; and overcome challenges in implementation.
Identity Management In Healthcare This program initiative will have a strong policy orientation, engaging diverse stakeholders in the use of technology in identity management in healthcare to increase the efficiency of access to health programs, protect patient records, and maximize the effectiveness of budget expenditures.
Identity Management in Military, Global Homeland Security, and Intelligence This program initiative will open dialogue with stakeholders of these three functions of security to seize opportunities to use identity management to help enhance mission effectiveness, access and resource management, and maximize the effectiveness of budget expenditures.
Interoperability in Identity Management This program initiative will open dialogue with a diverse group of stakeholders to analyze what business, technical, and regulatory processes and systems must work together in "prototypical" identity management scenarios to develop lessons learned, best practices, and models.
